3. Suites au proc猫s-verbal / Business Arising from the Minutes
Audit du PIAQ: deux consultations ont eu lieu aupr猫s de 30 professeurs et professeures impliqu茅s dans le d茅veloppement d鈥檜n nouveau programme ou de modifications majeures au cours des derni猫res ann茅es. Une session de r茅troaction s鈥檈st 茅galement d茅roul茅e avec les vice-doyens. Le rapport d鈥檃uto-茅valuation, incluant toute la documentation requise des programmes s茅lectionn茅s pour l鈥檃udit, sera soumis au Conseil ontarien des Universit茅s (COU) cette semaine.
The auditors will conduct desk audits of the submitted documentation during the month of December, where conversations between the Auditors and UO may occur. The following step will be an on-site visit scheduled for March 2023.
Academic regulations: the revised regulations will be submitted for approval at the next Council on Graduate Studies (CGS) in December. Meetings with different faculties have been scheduled for further discussions. The Vice-Provost reminded the Council to share the revised regulations with colleagues (e.g., program directors and selected staff in the graduate offices) and to raise questions before the meeting. He also thanked those who have already submitted their comments.
A new draft including the comments will be distributed before the upcoming CGS. A discussion point was the possibility that this could be delayed for a January vote: not impossible but would probably require moving the CGS one week earlier.
4. Rapport du vice-provost / Vice-Provost鈥檚 Report
Le vice-provost avise les membres que le proc猫s-verbal des r茅unions sera achemin茅 une semaine apr猫s la rencontre afin de faciliter les suivis dans les facult茅s. Il aborde les trois points suivants :
R猫glement sur le bilinguisme : le nouveau r猫glement sur le bilinguisme a 茅t茅 adopt茅 par le S茅nat. Le vice-provost partage le texte du r猫glement avec les membres du conseil Bilinguisme | Notre universit茅 (uottawa.ca).
Le contexte l茅gal stipule que toute 茅tudiante ou tout 茅tudiant inscrit 脿 un programme vis茅 par la d茅signation en vertu de la Loi sur les services en fran莽ais de l鈥橭ntario doit pouvoir achever ses 茅tudes dans les d茅lais prescrits en ne suivant que des cours en fran莽ais, si tel est son souhait. Bien que l鈥橴niversit茅 d鈥橭ttawa ait des obligations l茅gales sous la d茅signation pour donner un grand nombre de programmes du premier cycle en fran莽ais, ceci n鈥檈st pas le cas aux cycles sup茅rieurs. Le r猫glement, pr茅sent茅 comme 茅tant 脿 co没t neutre, indique des aspirations en ce qui concerne les 茅tudes sup茅rieures.
This is where the Council will continue to play its key role, given that there is no 鈥渙ne size fits all鈥 at the graduate level. The Vice-Provost is convinced that working cohesively as a group will improve the programs, and offerings within the reality of our units and faculties while listening to the needs of our students.
Conference: The Vice-Provost, the Associate Vice-Provost, the Assistant Vice-Provost鈥檚 and the Director of the Graduate Studies attended the 60th Canadian Association for Graduate Studies (CAGS) Conference earlier this month. The Vice-Provost shared the following takeaway to learn from or draw on:
鈥 Western University鈥檚 presentation: enhancing EDID (Equity, Diversity, Inclusion, Accessibility, and Decolonization) in Graduate Admissions.
鈥 L鈥檃spect de comp茅tition de recrutement des 茅tudiantes et 茅tudiants francophones : les universit茅s qu茅b茅coises francophones ciblent davantage les 茅tudiants anglophones 脿 l鈥檌nternationale et au Canada, et les 茅tudiants dont le fran莽ais est la langue seconde. M锚me les universit茅s anglophones visent les 茅tudiants francophones鈥
鈥 CAGS鈥 Pre-Conference Workshop for Deans, associate Deans, Directors: The Vice-provost highlighted the importance of the Workshop as an opportunity for networking and learning from others鈥 practices. He encouraged the members to participate in next year鈥檚 conference edition.
Financial situation in Ontario universities: This subject was discussed during the last meeting of the Ontario Council of Graduate Studies (OCGS) with regards to the tuition fees freeze. The Vice-Provost shared a link to a blog / podcast, with the same topic, as a proposed reference to guide the upcoming meeting of the Strategic Committee on Graduate and Postdoctoral Studies (SCGPS) which will focus on admission scholarships, finances, etc.
